The Development Stage of the project lifecycle is essentially where value is created. During this stage, options are evaluated, technologies investigated and basic delivery, financing and contracting and commercial strategies explored. On the basis of this analysis the Business Case for the project is developed, risks and opportunities analysed, sensitivities determined and the optimal way forward charted.

Engineering and other issues are established to the level required to define project revenue, budget, schedule, risks and opportunities and support the business decision to proceed, reorient or abandon the project. Project Development activity covers the “Identify and Assess” and the “Define and Decide” stages of a classic Stage Gate Process.
